Um, your 2000 pick is not eligible, since Candidate for Goddess is part of 1999 fiscal year.

yea, that is confusing, but fiscal years start at april for Japan. So since it ended in March 2000, it still counts as a 1999 anime. Yea, I had to search a lot to fit this req....
This fiscal year rule is too bothersome... we're not discussing amortization / depreciation here XD .
that wasn't the hardest rule, just annoying, since you have to remember that fiscal year starts in April, not in January
