Flandre Scarlet cosplay tips

Hi guys,
I'm with all the probabilities going to cosplay Flandre Scarlet during a Comicon in November, but I have some doubts about the thing.
The outfit itself is not the major problem, since I can get almost everything I need at the local market and then modify them a little (ex. the collar of the shirt and the socks), but I still have no idea of how to make the wings and the hat.
About the wings I would like not to make them too big (about one meter long each) and to make them folding, in order to be able to walk around without killing anybody; something like this:

(sorry for the shitty drawing ^^")
Which material should I use for the structure? How should I fit it? And also, for the "gems" is it ok if I use cernit or something like that or is it too fragile?
For the hat I have absolutely no idea, I don't even know if I find it ready in shops...maybe a shower cap with a ribbon on it, but I don't think it will work ^^" I'd rather not buy anything on eBay...
Thank you :)

EDIT: OMG this post is freaking me out T_T can somebody explain me how to rearrange pictures in the post, please? it's like the 3rd time I try to edit this x_x gomen

My guess for the wings, use foil paper and wrap it around in whatever color your gonna use (so its not heavy) and the little gems, maybe what your planning to do but if I was making this (for someone, cause I'm a guy who loves fashion lol) paper mache so it can not be heavy cause walking with heavy wings would suck haha. And for the hat get an over sized beanie or flat hats (like djs or dancers wear) and wrap it with a ribbon. Hope that helped and good luck with your cosplay =D P.s. I love Flandre =D

Also the Shower Cap Idea would work for the hat, because I tried it on my friend (aka my model lol) and it looked really good so try that and see how that goes =)

hmmm... about the wings.if it was me. i'd be satisfied with just wires wrapped in newspaper and sprayed with blak paint. as for the gems. maybe some christmas tree ornaments with that shape. about the cap, hmmmmm... depends on the shower cap. if it has ruffles in the end instead of just a garter. then i guess it's fine. if not, you can cover the showercap with a matching cloth and sew the cloth to make the ends ruffly. then add the ribbon nyah :3

hmm for the structure I was thinking about the same, but I'm afraid it would be too fragile with normal wires...maybe thicker ones. For the cap I think I'll do that way, I'll take a white plain shower cap and then modify it in the end. Thanks a lot :D
