      I bought mines off of Ebay from a US store called Anime King if that's any help. Not sure if they ship overseas. If it's any help, I just bought the figure recently despite the figure being released back in 2007.

    I've seen a wall scroll with her wearing this outfit, and had read about an episode where She and Shinji go out for "Dinner" that gets interupted by an attack, but didn't see it in the series. Was it some "lost episode", or was it in the Manga or something?
