Help! Oily surface on figure

Hi guys,
I think I have a problem here. I have a Hatsune Miku Tony Taka Ver figure which I have unboxed for quite some time. When I first unboxed it, I noticed that it has an oily feel to it on its hair parts. I thought it would become less oily if left out. However, a few months have already passed and it is still the same. Is this normal for PVC figures? What should I do? Thanks in advance!

    I read the links posted and wow that's weird! I have some figmas, pinkys and random other figures and over the years the power has gone out, it has gotten hot and the air conditioner wasn't put in yet, etc but none of them feel sticky at all O_o I'm rather surprised I've never experienced this.

      its not sticky. its just that it has an oily feel to it.
