HGFC Fuun Saiki (and his weird "part")

I'm really wondering if this should be NSFW or not.
Well anyway, HGFC Fuun Saiki is basically a huge piece of accessory with a little bits of movement for the HGFC Master Gundam (has yet to be built currently).
While he's a really nice extra, I can't help but questioning a certain... "part" of his.
Is that... what I think it is?
