      In the movie storyline, it appears Whiplash managed to copy or reverse-engineer Stark's generator and develop it into this.

      This Whiplash is a combination of two other characters: Blacklash and Crimson Dynamo. There was probably a bit of influence from that brief Ultimate Whiplash mention as well.
